Digital Literacy Index Indonesia 2022: Only Increases 0.05 Points, Security Aspects are the Lowest

Jakarta, Gizmologi – The Ministry of Communication and Informatics today (1/2) launched the results of the 2022 Indonesia Digital Literacy Index survey which is the result of a collaboration with the Katadata Insight Center. The 2022 Indonesia Digital Literacy Index measurement refers to the framework in the 2020-2024 Digital Literacy Road Map (Kemenkominfo, January 2021), with four pillars of digital literacy measurement namely Digital Skills, Digital Ethics, Digital Safety, and Digital Culture.

According to Semuel A Pangerapan, Director General of Informatics Applications, the increase is more dominant in aspects of digital culture and digital ethics. However, the digital security aspect still requires the joint attention and efforts of all stakeholders.

“The results of the 2022 Indonesia Digital Literacy Index survey show an increase of around zero point zero five points. From previously 3.49, it has now reached 3.54 in aggregate,” he said at a press conference for the 2002 Indonesian Digital Literacy Index in Jakarta.

He added, in general there has been an increase in aspects of digital culture and digital ethics. “Now it is at 3.48. Then, for digital skills, it is still around 3.52. Digital ethics also experienced an increase of 3.68. This is the result we got from last year we conducted a survey,” he said.

Measurement of the 2022 Indonesia Digital Literacy Index was carried out through a face-to-face survey that was carried out in August-September 2022. The survey sample was determined using multistage random sampling with approach home visits in the survey area. Total respondents this year amounted to 10,000 people with a Margin of Error (MoE) +/- 0.98% at a 95% confidence level.

Digital literacy is divided into three segments, namely education, government (TNI and Polri) and the general public. If seen in the Education segment, it is 3.70. While the government segment is 3.74 and in the general public segment 3.50. Respondents who were included in the determination of the sample were household members aged 13-70 years who accessed the internet in the last 3 months.

Since 2020, the Ministry of Communication and Information has conducted three National Digital Literacy Index surveys. Director General Semuel stated that the survey was aimed at finding out the status of digital literacy. The results of Indonesia’s digital literacy mapping are an assessment of the strengths and weaknesses of digital skills and knowledge levels, as well as providing an overview of conditions and opportunities in each region of the country.

According to the Director General of Aptika of the Ministry of Communication and Information in the aspect of the safety index (safety) still needs attention because it is still low. “The score is only 3.12, that’s why there are many phenomena in society, for example, many people are deceived and deceived by people who have bad intentions,” he said.

Semuel added, the survey results also showed efforts to improve digital literacy in each province, this was needed so that digital literacy programs could be right on target. “The results of our measurements are divided by the area. How in certain areas, there are differences. If we look at it for example in Jogja, the digital literacy of the people is 3.64. Likewise in West Kalimantan, the number is the same. The third is East Kalimantan and the fourth is West Papua, each with a score of 3.62. Furthermore, in fifth place is Central Java with a digital literacy level of 3.61 people,” he explained.

This study also measures people’s behavior in accessing the internet, which includes ownership of social media accounts, duration, time and frequency of accessing the internet, people’s reasons for using social media, and the references they access to clarify hoaxes.

On a national scale, the most widely used media are WhatsApp and Facebook. However, at the provincial level where internet connections are already in use, such as DKI Jakarta, West Java, Central Java, East Java, DI Yogyakarta, WhatsApp and YouTube dominate.

Meanwhile, regarding the duration of use, on a national scale in 2022, WhatsApp is the application that is used the longest per day.

“The purpose of this measurement is to find out the understanding of digital literacy in Indonesian society. We want to know the maps of where digital literacy needs to be carried out to be suppressed even more massively. The hope is that we can measure the level of digital literacy in society and we can respond to how we carry out literacy in society, “concluded Semuel.
